A Lingkod Bayan Awardee, a career scientist and a servant leader, Angel B. Encarnacion, DA-BFAR Assistant Director for Technical Services and concurrent Regional Director of BFAR Region 2 urged new fisheries professionals to join the government and be one of the civil servants as resource stewards.
“Ngayon pa lamang, sa ngalan ng Department of Agriculture–Bureau of Fisheries and Aquatic Resources, ay pinasasalamatan ko ang mga magpapasyang mag-serbisyo publiko at iangat ang antas ng industriya ng pangisdaan ng Pilipinas nang may pagpapahalaga sa likas-yamang tubig at pagpapabuti ng kabuhayan ng mga mangingisdang Pilipino. Hindi madali ang maging isang lingkod-bayan, kaakibat nito ang mabigat na pananagutan sa taong-bayan at sa bansa.
Gayunpaman, hindi matatawaran ang kasiyahan na dulot ng ating paglilingkod lalo na kapag ang pinaghirapan natin ay nagbunga ng tagumpay at kaginhawaan para sa libo-libong bayani ng sektor ng pangisdaan, “said Encarnacion in a keynote speech.
This came after, Encarnacion graced the oathtaking ceremony of the new fisheries professionals as Guest of Honor, held on November 30, 2024 at the Meeting Room 1, Delegations Building, Philippine International Convention Center, Vicente Sotto St., Pasay City.
Further, he commended the new fisheries professionals citing that “passing the board examination is both an opportunity and a challenge.
Director Encarnacion, a recipient of the Fisheries Scholarship Program, an educational grant provided by the government rose from the ranks. His achievements and initiatives as a public servant, and a servant leader put him at the catapult of excellent public service and was conferred the Lingkod Bayan Award, the highest recognition given to a government worker by the Civil Service Commission in 2021.
At a young age, before reaching the age of 50, Encarnacion’s leadership and outstanding accomplishments as a career scientist has led to the development of the fisheries sector through the introduction of technologies that aims to modernize post-harvest fisheries and in the field of food science.
His exemplary performance as a leader also made him land various key roles in special projects and resource conservation and management initiatives in the country.
Not to mention his academic background and other accolades attached to his name, Director Encarnacion’s notable accomplishments are truly inspiring for the new professionals who took their oath.
His involvement in civic activities and other commitments, he is indeed a Czar in public service, whose works and deeds are worth emulating.
