To further strengthen the local fishing communities, the DA-BFAR RO2 in collaboration with the Local Government of Baggao (LGU-Baggao), launched a Techno-Caravan on April 21-25, 2025 in Sitio Valley Cove, Brgy. Sta Margarita, Baggao, Cagayan. The caravan aims to bring government programs, technical assistance, and services directly to farmers and fisherfolk by empowering them and promoting sustainable fishing practices.
The five-day caravan focused on training on solar salt-making production using High-Density Polyethylene (HDPE), Training on Deputy Fish Warden, Training on financial literacy and strengthening the fisherfolk Association, Reorganization of the Valley Cove Farmers and Fisherfolk Association, and Distribution of Post-Harvest Paraphernalia.
To revitalize the local salt production, reduce reliance on imports, and promote self-sufficiency. BFAR introduces HDPE materials in salt production—a cost-effective, hygienic, and efficient alternative to traditional salt beds. Twenty (20) participants attended the solar salt-making production using HDPE technology, all were profiled with salt-making experience. The participants do hands-on demonstrations on assembling HDPE salt beds, brine management, harvesting, and drying techniques.
To strengthen the enforcement of fishery laws and promote sustainable marine resource management, DA-BFAR RO2 trains 25 Deputized Fish Warden, also known as “Bantay Dagat”. Participants underwent lectures and hands-on workshops on the Philippine Fisheries Code (RA 10654), fishery law enforcement procedures, environmental protection policies, proper documentation, and coordination with law enforcement agencies. Focus particularly on the rights and responsibilities of fish wardens, community engagement, and evidence handling. This initiative forms part of BFAR’s broader Fisheries Law Enforcement Program (FLEP), which aims to build stronger partnerships with local communities in conserving coastal ecosystems and sustaining livelihoods.
Moreover, three (3) fisherfolks received post-harvest paraphernalia such as coolers and plastic crates. The assistance forms part of BFAR’s post-harvest development initiative to reduce post-catch losses and increase income opportunities in coastal communities.
The DA-BFAR Caravan will continue to roll through other far-flung coastal towns in the coming months, delivering its message of empowerment, inclusive growth, sustainability, food security, and protection of the country’s rich aquatic resources. (C. Duque)
