Fuga Island, Aparri, Cagayan – The Department of Agriculture – Bureau of Fisheries and Aquatic Resources 2 (DA-BFAR 2), in collaboration with the Local Government Unit (LGU) of Aparri, deployed a Fish Aggregating Device (FAD), locally known as Payao, in Fuga Island’s coastal waters from June 24 to 27, 2025. This initiative aims to enhance fishing efficiency while protecting the marine environment, promising better catches and increased income for local fisherfolk.
The installation of the Payao represents a significant advancement for the fishing community, as this floating device attracts fish, making it easier for fisherfolk to catch them without harming the marine environment. Beyond its practical purpose, the Payao brings new hope to the islanders, promising better catches, more income, and a stronger sense of food security for families who rely on the sea for their daily needs.
In addition to the Payao deployment, 25 sets of troll lines were distributed under the Bureau’s Regular Program, and 35 life vests were provided by LGU-Aparri to support the safety and operations of local fisherfolk. Representatives from FPSSD and PFO Cagayan, along with the Fisheries Protection and Law Enforcement Group (FPLEG), monitored the area to deter illegal, unreported, and unregulated (IUU) fishing activities.
Local fisherfolk and barangay officials actively participated in the deployment, with the LGU providing essential support, including fuel for transportation and meals for participants. This collaborative effort aims to uplift the livelihoods of coastal communities. (Denis Julian)
