TUGUEGARAO CITY – The Civil Service Commission (CSC) conferred the PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) Recognition Award to the Department of Agriculture–Bureau of Fisheries and Aquatic Resources Region 2 (DA-BFAR 2) for its outstanding implementation of the Recruitment, Selection, and Placement program.

The award was formally given during the Monday Convocation held on August 4, 2025.

Regional Director Angel B. Encarnacion expressed pride in the recognition, describing it as a stepping stone toward greater service excellence. He acknowledged the pivotal leadership of Dr. Emma L. Ballad, Head of the Fisheries Administrative Section, in achieving this milestone.

Meanwhile, CSC Region 2 Director Atty. Marites P. Lappay noted that DA-BFAR 2 is the first national government agency in the region to receive the recognition for Calendar Year 2025. She emphasized that beyond the prestige, the award reinforces the strong partnership between CSC, DA-BFAR 2, and its stakeholders.

The event was also attended by Dr. Rewina D. Arugay, who presented an overview of the PRIME-HRM program—a flagship initiative of the CSC—as well as Mr. John Tumaliuan, Ms. Grace Uson, head of the HRM Unit and members of DA-BFAR 2 family.
