TUGUEGARAO CITY, Cagayan – The Intellectual Property and Technology Business Management Office (IP-TBMO) of the DA-Bureau of Fisheries and Aquatic Resources Region 2 (DA-BFAR2) marked the completion of its two-year implementation during the Terminal Review of the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program in Cagayan Valley held on September 30, 2025 at the MIS Hall, BFAR Regional office, Tuguegarao City.

The said review discussed the program’s achievements relative to its set deliverables over the course of two years and provided a venue to discuss its future implementation to enhance partnerships among partner agencies and institutions.

In his welcome remarks, BFAR RO2 Regional Director Angel B. Encarnacion emphasized the substantial contributions of the IP-TBMO to strengthening the agency’s capabilities, noting its impact on fisheries innovation and technology transfer in the region.

As part of the review, Dr. Emma L. Ballad, Project Leader of the DA-BFAR2 IP-TBMO, presented the IP-TBMO’s accomplishments, emphasizing that the agency not only completed all required outputs, but also exceeded its overall deliverables during the two-year implementation.

Distinguished guests included Dr. Boyet L. Batang, President of Isabela State University (ISU) and Chair of the Cagayan Valley Agriculture, Aquatic and Natural Resources Research and Development Consortium (CVAARRD) Regional Research and Development Coordinating Council, Dr. Miladis Mabutol, CVAARRD Consortium Director, Dr. Jonathan N. Nayga, Program Leader of RAISE-Cagayan Valley, along with project leaders from Batanes State College (BSC), Nueva Vizcaya State University (NVSU), Quirino State University (QSU), Cagayan State University (CSU), and ISU.

With the successful completion of Phase 1, the DA-BFAR2 is now preparing for its active participation in the Phase 2 of the RAISE-CV Program. The next phase is intended to build on the strong foundation laid over the past two years and further expand the impact of intellectual property, commercialization, and technology transfer in the Cagayan Valley.
