In recognition of her exemplary contributions to science and fisheries resources management, Dr. Emma L. Ballad was officially conferred the title of Career Scientist I on October 17, 2025 by the Scientific Career Council (SCC) during the 2025 Scientific Career System (SCS) Oathtaking of Newly Conferred and Upgraded Career Scientists Ceremony held at the Luxent Hotel, Quezon City.

Dr. Ballad is an Agricultural Center Chief II at the fisheries Bureau. The said conferment is part of the SCS under the Department of Science and Technology (DOST) and the Civil Service Commission (CSC), which recognizes government scientists for their research and professional achievements.

A passionate advocate of the Ecosystem Approach to Fisheries Management (EAFM), Dr. Ballad is known for integrating ecological, social, and governance dimensions into fisheries polices and programs. She has also spearheaded numerous activities and collaborated with various research and academic institutions to promote effectiveness and sustainability of aquatic resource management strategies in the region.

In her welcome remarks, Ms. Luningning E. Samarita-Domingo, Director IV of the National Academy of Science and Technology, Philippines (NAST PHL) and Executive Secretary of the SCC, commended the new Career Scientists for their efforts to advancing science in public service.

The ceremony was graced by key figures from the scientific community. DOST Secretary Dr. Renato U. Solidum Jr., who also serves as Co-Chair of the SCC, delivered the opening message, emphasizing the important role of scientists in government workforce and national development.

Atty. Marilyn B. Yap, Chairperson of the Çivil Service Commission and Chair, SCC in her inspirational message reminded everyone particularly the Career Scientists of our calling as public servant, “Puso para s bayan, dangal para s bayan, at galing para s bayan.”

The Career Scientist title is granted to individuals who have shown excellence in science and research and development in their respective fields. It also provides a career path for scientists in government service, with corresponding incentives and rank progression. (Sophia Gudao)
