TUGUEGARAO CITY – The Civil Service Commission RO2 (CSC R02) has commended the DA- Bureau of Fisheries and Aquatic Resources Region 02 (DA-BFAR R02) for completing the four competencies (Level 2- Recruitment, Selection, and Placement; Performance Management; Learning and Development;
Rewards and Recognition of Human Resource systems under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) within a single year, an achievement regarded as both rare and exemplary in government service.
The awarding was done in a simple ceremony on December 16, 2025 at the DA-BFAR R02 regional office with the presence of Dir. Ma. Noemi S. Bustamante and Ms. Diana Rose Casacman of the CSC R02.
DA-BFAR R02 Regional Director Angel B. Encarnacion said that completing all four core competencies of PRIME-HRM system within such a short period is a significant milestone that demonstrates the agency’s unwavering commitment to elevating public service. The achievement reflects the dedication of the office to enhancing HR competencies, upgrading systems, and refining organizational practices to ensure effective, timely, and people-centered service delivery.
With this achievement, DA-BFAR R02 strengthens its position as a model for HR excellence in the fisheries sector and the broader government workforce, reinforcing its commitment to meritocracy, professionalism, and high-quality public service.
