MONITORING, CONTROL AND SURVEILLANCE


Section 14 of R.A. 8550 mandates the establishment of a Monitoring, Control and Surveillance System to “ensure that the fisheries and aquatic resources in Philippine waters are judiciously and wisely utilized and managed on a sustainable basis and conserved for the benefit and enjoyment exclusively of Filipino citizens.” The BFAR RO2 have established three (3) stations of Monitoring, Control and Surveillance in Region 2 which is now located in the provinces of Cagayan, Batanes and Isabela.


A. MCS – Aparri


Address:Doneza Street, Maura, Aparri, Cagayan


Area of coverage: All Coastal Areas of Cagayan


The site of the Monitoring, Control and Surveillance Office – Aparri, was the former BFAR Regional Office in Aparri, Cagayan. The renovation of the old Regional Office of BFAR RO2 at Doneza Street, Maura, Aparri, Cagayan was completed in the year 2001 and was finally inaugurated in August 2001 as the Monitoring, Control and Surveillance Center.


B. MCS – Batanes


Address: Kaychanarianan, Basco, Batanes


Area of coverage: All Coastal Areas of Batanes


The Office of Monitoring, Control and Surveillance of Batanes is a rented office building situated at Kaychanarianan, Basco, Batanes.


C. MCS – Maconacon


Address: Minanga, Maconacon, Isabela


Area of coverage: All Coastal Areas of Isabela


As a result of the Memorandum of Agreement (MOA), dated November 17, 2004, entered into by the DA-BFAR RO2, the DENR -02, the Municipal Government of Maconacon and the Northern Sierra Madre Natural Park Conservation and Development Project – Phase II of Kabang Kalikasan ng Pilipinas - WWF, Philippines, a Monitoring Control and Surveillance (MCS) Station has been constructed in Barangay Minanga, Maconacon, Isabela. The MCS – Isabela was inaugurated on April 27, 2005.


DUTIES AND RESPONSIBILITIES OF MCS

  1. Processing of applications (new/renewal) of Commercial Fishing Vessels/Gear Licenses;
  2. Processing of applications for Fishpond Lease Agreements on areas released by DENR to BFAR suitable for fishpond development;
  3. Conduct of routine inspection on Commercial Fishing Vessels/Gears and issuance of fishing clearances to commercial fishing vessel operators;
  4. Processing of applications for commercial fishermen's licenses and issuance of corresponding ID's to qualified fisherfolk;
  5. Conduct of registration of fisherfolk;
  6. Assistance in the organization of fisherfolk, especially commercial fishing boat operators and strengthening them as partners of BFAR in the implementation of programs/projects and law enforcement activities;
  7. Conduct of inspection/investigation of fishpond areas of FLA holders and would-be FLA holders;
  8. Collection of license fees and fishpond rentals;
  9. Data Collection on fish caught reports for commercial fishing boat operators and fishery products;
  10. Provide support to law enforcement in the covering Municipalities of the Monitoring, Control and Surveillance Station;
  11. Collaborate with other agencies in the conduct of patrolling and surveillance over the municipal waters and vicinities of their respective area of coverage;
  12. Assist in the filing of criminal/administrative fishing cases to apprehended illegal fishers and violator within their jurisdiction;
  13. Gather data on fisheries within the selected landing sites over the coastal municipalities of their area of coverage in support to the National Stock  Assessment Program;
  14. Assist in the conduct of studies and researches on Coastal Resource Management;
  15. Conduct lectures/information dissemination on fishery programs;
  16. Provide technical assistance and extension services to municipal/artisanal fisherfolk in the region;
  17. Assist farmers and clientele in the transfer of package including of technology in aquaculture for upland/rain fed areas and fisheries including post management thru home/farm visits conduct of farmer classes training;
  18. Assist LGU's in the area of jurisdiction in the formulation of appropriate Municipal Fisheries Ordinances for the protection and conservation of fisheries and other aquatic resources;
  19. Provide advisory services to organized FARMC's in the area of coverage on important concern in fisheries development.
