The Special Area for Agricultural Development (SAAD) Program is a locally funded projects for crops, livestock and poultry and fisheries of the Department of Agriculture which intend to alleviate poverty incidence and uplifting the lives of the marginal farmers and fisherfolks. This program focuses on four major components to include Social Preparation, Food Production and Livelihood, Enterprise Development and Project Management. As a strategy, the office provides livelihood interventions to the marginalized fisherfolk groups fitted to their needs which belongs to 5th and 6th income class municipalities.
